 Friday, 2/10/2012

 Water Street between Third and Fifth streets is scheduled to be paved Monday (02-13-2012), weather permitting.  The paving will also include the intersection of Fifth and Water streets.  In case of rain, we will try to do the work Tuesday.

First Street between Alves and Alvasia streets is also scheduled to be paved Monday, weather permitting.  The paving of First Street will also include the intersections of Alves Street and Alvasia Street.  While the work is in progress, access to the rear of Holy Name School will be via North Adams Street.

Garney Construction has completed major construction on Water Street between Third and Fifth streets.  However, this section of Water Street will remained closed until it can be repaved.

The work on Water Street is the last section of Garney Construction’s contract for water and sewer system improvements in the sixteen-block downtown area.

Garney will be performing minor additional follow-up work throughout the project area.  Motorists should be cautious and watch for construction traffic.

Later this spring, a Henderson Water Utility construction crew will complete one more short section of alley work adjacent to the Citi-Center Mall off North Elm Street.  The alley work is not expected to involve any street closures.

The entire downtown project area will be repaved this summer, after soil in the construction area has had time to settle.

Water Street in the vicinity of Powell Street will be restricted to one-way traffic for part of the week, while SAK, our sewer lining contractor, is remediating a 36” sanitary sewer interceptor.

Water and Sewer Contractors are continuing their work on Second Street between Green and Elm streets.  The westbound lane will remain open most of the week to allow access to the downtown and to businesses on the north side of Second Street.  Water and Sewer Contractors will completely close this block of Second Street on Wednesday to allow for tie-ins at the intersection of Second and Green streets..  Water and Sewer Contractors expect the tie-ins will take one day only to complete.  During the week there will be no parking in that block.  Water and Sewer Contractors expect this work will take one more week to complete.

Water and Sewer Contractors are continuing their work on Main Street in the block between First and Washington streets.  A new water main is being installed, which will tie into an existing line at Water Street.  Water and Sewer Contractors expect work in this block will take one more week to complete.

Water Street between Third and Fifth streets will continue to be closed.  SAK, our sewer lining contractor, is remediating a 36” sanitary sewer interceptor along Water Street.  The closure is because of bypass pumping of the sewer flow while the interceptor is being relined.  The bypass pumping for Water Street involves a 12″ pipe that runs from the railroad bridge to Powell Street, along Water Street.  Access to the boat ramps at Second Street and at Third Street will be maintained by burying the bypass pipe at those intersections.  The pipe runs aboveground for the rest of the distance.

The intersection of Powell and Water streets will also continue to be closed for one more week while the sanitary sewer relining proceeds.

 Water and Sewer Contractors are continuing their work on Main Street between Second and Third streets, as the installation of a new water line proceeds.  Asphalt paving in this area is expected to take place on Thursday or Friday.

The HART bus stop has been temporarily relocated to the intersection of Elm and Fourth streets.  The bus stop will return to its regular location at Third and Main streets after the intersection has been repaved.

 The water line installation will proceed southward during the month of August until water and sewer contractors get to Washington Street, where the new water main will tie into an existing line.

 On Monday crews will be working on First Street between the Post Office and the Downtown Diner.  There should be minimal impact on traffic in this area during this work.  Water and Sewer contractors expect this work will take one day to complete.

 

On Tuesday crews will install a manhole near the intersection of First and Water streets.  The northbound lane of Water Street will be closed at the intersection, and traffic will not be able to turn onto First Street from Water Street.  A U.S. Post Office mail collection drop box will be available in front of The Depot while work in front of the Post Office proceeds.  Access to the drop box in The Depot parking lot will be available only from the southbound lane of Water Street.  The parking lot at the Post Office will be closed, but alternate parking will be available at the Depot across Water Street.  Water and Sewer contractors expect work on this manhole will take two days to complete.

 On Thursday crews will install a new manhole on First Street just east of the intersection of First and Main streets, near the Court House.  First Street will be closed from the intersection of Main to approximately mid-block between Main and Elm streets.  Local access only will be available on the east end of First Street.  Water and Sewer Contractors expect this work will take two days to complete.

Water and Sewer Contractors are continuing our work on Main Street, including the intersection of Main and Third streets, as the installation of a new water line proceeds.  Water and Sewer Contractors expect the intersection will remain closed for a few more days.  While the intersection is closed, the HART bus stop will be temporarily relocated to the intersection of Elm and Fourth streets.  Main Street between Second and Third streets will be closed for about one more week.

SAK, our sewer lining contractor, is retrofitting the old combined sewer to carry stormwater only.  Clouds of steam and a noticeable “solvent” smell may be detected in the blocks where the lining is being installed, but only for a few hours in each block.  The sewer lining work will require blocking of lanes and closures around manholes, but will not generally require closing of entire blocks.

This week SAK will be working on the following areas:

• Monday, August 1: Intersection of First and Elm streets
• Tuesday, August 2: Washington Street from Elm to Main Street
• Wednesday, August 3: Elm Street from Washington to Center Street
• Thursday, August 4: Intersection of Water and Washington streets

Water and Sewer Contractors are continuing their work on Main Street, including the intersection of Main and Third streets, as the installation of a new water line proceeds.  Water and Sewer Contractors expect the intersection will remain closed for about one more week.  While the intersection is closed, the HART bus stop will be temporarily relocated to the intersection of Elm and Fourth streets.  Main Street between Second and Third streets will be closed for about two weeks.

The water line installation is proceeding south on Main Street.  Water and Sewer Contractors will progress southward through July and August until we get to Washington Street, where the new water main will tie into an existing line.

Water Street between Powell and Washington streets will be closed for about one week as water and sewer contractors install a new water line.  The street closure includes the area in front of Riverview School.

Water and Sewer contractors are also continuing with the installation of a new sanitary sewer main very close to the east side (northbound lane) of Green Street, between Third and Fourth streets.  Third Street at the east side of Green Street will be closed while water and sewer contractors work on this section of the project.  Traffic on Green Street should not be impacted by this work, but motorists should observe extreme caution through this work area. 

Approximately 25,000 vehicles travel on that section of Green Street in an average day.  The work along Green Street between Third and Fourth streets will take one more week to complete.

The HART bus stop has been temporarily relocated to the intersection of Elm and Fourth streets.

Beginning Thursday morning, water and sewer contractors will close the intersection of Main and Third streets as the installation of a new water line proceeds.  Water and Sewer contractors expect the intersection will remain closed for about a week and a half.  While the intersection is closed, the HART bus stop will be temporarily relocated to the intersection of Elm and Fourth streets.

Water and Sewer Contractors are installing a new sanitary sewer main very close to the east side (northbound lane) of Green Street between Third and Fourth streets.  Traffic on Green Street should not be impacted by this work, but motorists should observe extreme caution through this work area.  Approximately 25,000 vehicles travel on that section of Green Street in an average day.  Third Street at the east side of Green Street will be closed while water and sewer contractors work on this section of the project.  Water and Sewer Contractors expect the work along Green Street will take one week to complete.

Beginning Wednesday, June 22, the right-hand southbound lane of Green Street, from Fourth Street to Third Street, will be closed for one week.  The lane closure is for the installation of water and sewer lines.  Traffic will be able to turn onto Green Street from Third Street, but traffic from Green Street will not be allowed to turn onto Third Street.

This week water and sewer contractors will continue applying a smoother top coat of asphalt on the driving lanes in several areas downtown.  Paving of the driving lanes will require short-term restrictions on thru-traffic and parking within blocks.  However, sidewalk access will be open throughout the downtown area.  As previously announced, milling and full-width paving of the downtown area will be completed in the summer of 2012.

Weather and other factors permitting, our paving schedule for Monday is as follows:

• Water Street between Washington and Second streets
• First Street between Water and Elm streets

Early in the week water and sewer contractors plan to close the right-hand southbound lane of Green Street, from Fourth Street to Third Street.  The lane closure is for water line tie-ins.

This week water and sewer contractors will be putting a smoother top coat ofasphalt on the driving lanes in several areas downtown.  Paving of the driving lanes will require short-term restrictions on thru-traffic and parking within blocks.  However, sidewalk access will be open throughout the downtown area.  As previously announced, milling and full-width paving of the downtown area will be completed in the summer of 2012.
